Abstract:
The right to education constitutes the fundamental basis of human rights. Education is one of the areas where legal arrangements are made to regulate the participation of persons with disabilities in social life and to prevent their exclusion from social life. However, the right to education has been one of the most debated issues in the policies developed for persons with disabilities. In this framework, it is one of the most important duties of the state to ensure that individuals with disabilities benefit equally from the right to education, which is one of the fundamental human rights, and both international and national legislation on the subject gains importance. The aim of this study is to evaluate the development process of regulations on the right to education of persons with disabilities in the world and in Turkey. In this context, the studies in the relevant literature will be examined and firstly the basic framework of disability will be mentioned, then the development of the right to education of individuals with disabilities within the framework of the general development of the right to education in the world will be reviewed and finally the legal regulations regarding the right to education of individuals with disabilities in Turkey will be included.
